Federal contractors receiving money for projects funded by the American Recovery and Reinvestment Act (ARRA)—the $862 billion economic stimulus law President Barack Obama signed in February 2009—have been encouraged and, in some cases, required by the administration to post signs that say their work is funded by that specific act.
Some congressional Republicans are calling the signs propaganda for the administration and questioning their cost.
The Department of Housing and Urban Development recommended that one of the model signs include these words: “Funded By: American Recovery and Reinvestment Act/ Barack Obama, President.â€
The law itself does not require the signs. The program sprung from a March 2009 directive issued by the Office of Management and Budget in the Obama White House.
“Projects funded by the American Recovery and Reinvestment Act (ARRA) will bear a newly-designed emblem,†said the OMB directive. “The emblem is a symbol of President Obama’s commitment to the American People to invest their tax dollars wisely to put Americans back to work.â€
“All projects which are funded by the ARRA should display signage that features the Primary Emblem throughout the construction phase,†said the directive. “The signage should be displayed in a prominent location on site. Some exclusions may apply. The Primary Emblem can also be displayed on signs at events or conferences associated with the ARRA or the individual projects funded by the ARRA. The Primary Emblem should not be displayed at a size less than 6 inches in diameter.â€
Republicans, as the article later shows, are calling this a blatant piece of propaganda from the Obama White House, though, I have to say, I rarely see any Recovery signs in North Carolina, even on the projects I know are funded by the Porkulus here in the Raleigh area. I saw nary a one in my travel to see the parents in NJ, nor in my travels around NJ that week. Nor when I was in Los Angeles. The only one I have seen among my trips here in NC, which include all the way out to Grandfather Mt., down to Wilmington, over to Greenville and the Outer Banks, was one on the way to Charlotte. It gave me a laugh, since absolutely no one was actually working.
But, hey, I can understand why the folks doing the actual work wouldn’t want to post the signs, seeing as how the Stimulus was vastly unpopular even before it was signed, and has gone done in popularity, not too mention that people believe it isn’t working
New York opted not to post signs after estimating a large ARRA sign would cost between $6,000 and $8,300, while Georgia announced it would stop posting the signs because the average sign was costing $1,200, according to a report by the Republican staff of the House Oversight and Government Reform Committee.
Well, yes, there is that cost associated with erecting them, paid for with Porkulus money. There’s also the fact that in Georgia and rural NY, they were probably showing signs of wear and tear, in the form of bullet holes.
The Old media is slowly catching on that the Generational Theft Act is a miserable failure, as the money is often unspent. Remember, it was supposed to be for shovel ready projects, because everyone out of work is a construction worker.
