You cannot pull out of something that you were never part of. The US Senate voted 95-0 on July 25th, 1997, against joining the Kyoto Protocol, which means not one Democrat voted for it. That would be the Byrd-Hagel Resolution, with 40 Democrats voting against Kyoto, 5 not voting.
Clinton thought it was a bad idea to sign it, and did not.
President Bush refused to sign it, mostly due to China being granted an exemption, which would allow their economy to flourish, while the US economy, already in a recession, would languish.
Someone explain how Bush pulled out of a treaty that the United States was never part of.
PS: Al Gore symbolically signing it is like a minor signing a contract. Neither is worth the paper they are printed on.
