If the world is to have a serious chance of limiting global warming to the internationally-agreed 2 ℃ limit this century, the transition to renewable energy should happen much more rapidly than current efforts, according to a new study in the journal Science.
The study, by scientists at the universities of Manchester, Sussex, and Oxford, and published on September 22, finds that to meet their carbon emission pledges under the Paris Agreement, governments around the world need to trigger rapid, simultaneous changes across key sectors like electricity, transport, heat, industrial, forestry, and agriculture.
Skipping to the four recommendations

The study urges policymakers, investors, and scientists to focus on “sociotechnical systems,” defined as the “interlinked mix of technologies, infrastructures, organisations, markets, regulations and user practices.” These work together to deliver important social needs, such as personal mobility.
For all the gobbledygook, it is saying “bigger and bigger government, more dominant and controlling government, government taking over parts of the private sector, taking over the economy, and restricting the movement of citizens.

Step 2: Link up technologies to make them stronger
At the end, this is about government controlling the energy sector. Much like health care, if the government controls it, it controls you.
Step 3: Wake up people and businesses

Step 4: Phase out the old
Not mentioned in that part of phasing out the old in the article vs the study is phasing out capitalism in favor of Progressivism (you can call it Socialism, Marxism, Communism, whatever you want, the end result of authoritarianism is achieved.)

That’s generally not feasible. Any significant response to climate change means updating the energy infrastructure.

Nobody knows exactly how to restructure the energy infrastructure yet, which will require some technological innovation.

While production wind and solar certainly do create greenhouse gases, they do not create more greenhouse gases than fossil fuels. Nor do they produce as much in terms of conventional pollution. See Fthenakis et al., Emissions from Photovoltaic Life Cycles, Environmental Science & Technology 2008.
I am afraid you are wrong z. The manufacture of these items results in excessive pollution. Then these have to be replaced fairly frequent. There is also the use of rare heavy metals that are controlled by the chinese. Then these forms of energy require batteries that are horrible pollutants. Sum is that we are better off with fossil fuels or nuclear. But you will not allow nuclear. Then there is not a firm relation to global warming in any thing you have referenced. And there is no knowledge of climate change is bad except by alarmist whose models don’t work.
Also, Teach and the rest of us can’t understand why adherents to your religion don’t live lives that are more carbon friendly, like having one house and other measures. Show us how to live so we can decide if that is something worth the effort.

The EU has standard rules on VAT but these rules may be applied differently in each EU country. You must normally pay VAT on all goods and services, up to and including the sale to the final consumer. This could also include each stage of a production process, e.g. buying components, assembly, shipping etc.
For example taxes on a washing machine built in the EU include taxing the motor, the tub, the chassis, the electrical cord. Then the assembly of the machine is taxed and then its transportation to a warehouse is taxed. At said warehouse the shipment of the machine to a store is taxed. The machine is then taxed at the Store and another tax added once the machine is purchased.
American liberals love to point to the EU and say our taxes are low. They are not. I invite anyone of you progressives to move to Europe and deal with low wages, high taxes and free health care that oh by the way you have to pay for as well even though it supposedly is free.
