Some states with stricter rules are now seeing surges in COVID-19 cases, while many others that rushed to reopen are experiencing sizable drops. The numbers have experts scratching their heads.

The report tries to blame testing rates, saying that the southern states aren’t testing enough, but Texas has increased its testing rates, by 18% over the last two weeks, and hospitalizations are down, by 38%. You could say that if there aren’t as many tests, the number of positive results would go down, but if people get seriously ill, hospitalizations would increase if actual COVID cases were increasing.
