I’m not so sure. Was the running back moving at the snap of the ball? That would be a false start in the NFL and college, and from reading HS rules, the same. Either way, the D was totally punked.

You’re right it is illegal, but for the wrong reason.
High school rules have a rule (9-2-1 as I remember) which outlaws this type of play. The key is the quarterback shouting it is the “wrong ball.” The NFHS deems that to be deception outside of the regular rules of play and has case book examples and a point of emphasis from several years ago on that exact play.
The penalty is 15 yards for unsportsmanlike conduct and as I remember, the penalty goes on both the quarterback and the coach. (That’s important because a second unsportsmanlike penalty results in disqualification.)
(Which is also the reason why announcers are idiots when they say if officials are going to have offsetting USC penalties, they should not say anything. It is the number of USC penalties a player gets in the course of a game that matters.)
I wouldn’t be too hard on the officials in the video though. The officials are in shorts which means this is not a varsity level game. It looks more like a youth league game and those officials don’t get the best training. (And that is being polite.)
Then again, parents and coaches don’t know the rules either. I can’t tell you the number of times I have heard in baseball “the hands are part of the bat” and other stupid statements.
So as I said, yur are right the play is coming back, but for the wrong reason. :)

Yeah, and the running back was also moving just prior to the QB pulling away. The defense also noticed and signaled for False Start.
Also, there is a rule in NFL, not sure about high school, that if player assumes a “give up” posture, then the play is dead.
This QB, in his actions and words, was giving up.
I see the refs getting a reprimand soon.
