Agencies under Democratic party rule exist to hand out money to their activist groups that helped them get elected. When democrats will election, it’s payback time and the federal treasury picks up the tab. Hundreds of thousands of volunteers get converted to salaried employees. They don’t really care about accounting for it or how it was spend. The goal is to distribute it and do it fast before another election messes up the gravy train.
