Russia is offering Ukraine a permanent peace deal. It seems, they are demanding only the things they already had and hat were already guaranteed at the Istanbul treaty negotiations.

That doesn’t matter. The Biden administration has sworn to fight to the last Ukrainian. Peace is not an option. American foreign policy is bloody and insane right now.
Also, Ukraine doesn’t have a legitimate government now, so they have no one who can negotiate.

Putin is demanding that Ukraine give up the territories that Russia partly occupies, including Crimea. Also, Ukraine cannot join NATO.

The United States and most European nations have pledged to fight this unprovoked Russian aggression. Ukraine is a sovereign nation not under the control of Russia.
